Position Information "Where Outreach Meets Opportunity – Join Our Talent Acquisition Team!" The Department of Human Resources (DHR) is seeking to fill a vacant Talent Acquisition Specialist (Human Resources Specialist III) position in Honolulu. Under the direction of the Talent Acquisition Manager, this position supports Citywide outreach and talent acquisition efforts and helps builds talent pipelines for the City's civil service.

What You Will Do

  • Plan and execute sourcing, candidate engagement, employer branding, and recruitment outreach to attract talent to City civil service jobs.
  • Develop and maintain relationships with hiring managers, schools, professional groups, and community organizations to expand applicant pools and passive talent networks.
  • Participate in job fairs, community events, and speaking engagements to promote City careers and provide information to the public.
  • Create recruitment materials, assist with applicant screening, administer skills tests, maintain records, and provide basic guidance to job seekers and departments.
  • Gather and aggregate relevant data, track/analyze data and metrics.
  • Work with various online recruitment platforms (e.g., Neogov, LinkedIn, Indeed, etc.).
  • Perform other related duties as required.

Special Work Requirements

  • Must be able to stand for up to four hours.
  • Must be able to lift up to 30 lbs. and transport materials to job fairs, community outreach and other events.
  • May be required to work overtime after regular work hours and/or on weekends (usually Saturdays) for recruitment fairs and hiring events.

Minimum Qualification Requirements At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

Education Requirement Equivalent to graduation from an accredited four year college or university with a bachelor’s degree.

Substitution: Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.

For Example

  • Four (4) years of professional work experience, in any occupation, may substitute for a general bachelor's degree.
  • Four (4) years of general work experience (does not need to be professional level experience) in human resources/ personnel management may substitute for a general bachelor's degree.

Experience Requirement

  • Two years of progressively responsible professional human resources management work experience or other progressively responsible professional work experience which required
  • Substantial use of analytical skill and involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action;
  • Reading, comprehending, interpreting and evaluating technical subjects, analysis or proposals;
  • Applying problem solving methods and techniques, such as defining and analyzing problems, identifying alternative courses of action, using judgment in determining appropriate alternatives; and
  • Preparing clear and concise written reports and recommendations for action.

OR

  • One year of progressively responsible professional human resources management work experience pertinent to strategic talent sourcing and acquisition which involved problem solving; gathering, evaluating and analyzing data; and/or using judgement in determining appropriate alternatives.

Substitution A Master's degree in Human Resources Management, Business Administration or Public Administration from an accredited college or university may be substituted for up to one year of the general professional human resources management or other responsible professional analytical work experience listed in part (a) of the Experience Requirement. The Master's degree cannot be used to substitute for part (b) of the Experience Requirement. The substitution must be met at the time of application. Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. Nonqualifying Experience Most work experience in a supervisory or managerial position includes responsibility for human resources management and/or training functions. However if the primary responsibility of the position is not concerned with strategic talent sourcing and acquisition, such experience is not considered qualifying.

Clerical or technical experience in a human resources management program involving work in support of the human resources management functions described above is not qualifying.

Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.

License Requirement Possession of an appropriate valid driver's license (type 3/automobile).
