Principal Human Resources Consultant

(State and Local Government / Public Sector Experience Preferred, Not Required)

Role Type: W-2 Contract Employee (contingent upon contract award)

Anticipated Start: April 2026

Duration: On-call / task-order–based engagement (multi-year engagement potential)

Compensation Range: $95–$120 per hour, commensurate with experience

Status: Contingent upon contract award

Location: Primarily remote; some onsite facilitation in Charlotte, NC may be required

Role Overview

We are seeking a Senior Learning & Development (L&D) Consultant to serve as a lead practitioner for a large public-sector organization’s workforce development initiatives.

This role will focus on the design and delivery of learning strategies and development programs that strengthen workforce capability, supervisory effectiveness, and leadership readiness within a diverse, 24/7 operating environment.

The Senior Consultant will partner with HR and operational leadership to assess learning needs, shape program direction, and implement high-impact learning solutions aligned to organizational goals and service requirements.

Key Responsibilities

  • Lead development of learning and development strategies, programs, and frameworks
  • Assess current learning practices to identify strengths, risks, and improvement opportunities
  • Design scalable supervisor, leadership, and workforce development programs
  • Develop structured learning pathways for key roles and career stages
  • Oversee creation of learning content, tools, and delivery approaches (in-person and virtual)
  • Facilitate workshops, training programs, and leadership development experiences
  • Provide consultation on learning measurement and evaluation of program effectiveness
  • Support implementation of train-the-trainer and knowledge-transfer approaches
  • Advise leaders on talent development, capability building, and culture of learning
  • Partner with HR and operations to align L&D initiatives with organizational priorities

Guide development of:

  • Supervisor and emerging-leader development programs
  • Customer service and team-effectiveness learning solutions
  • Onboarding and workforce readiness programs
  • Competency-based learning frameworks
  • Learning evaluation and metrics approaches

Qualifications

  • 10+ years of progressive experience in Learning & Development or Organizational Development
  • Demonstrated experience designing and delivering enterprise or department-wide learning programs
  • Proven success developing supervisor and leadership capability
  • Strong facilitation and presentation skills across diverse audience groups
  • Experience in complex, safety-sensitive, or 24/7 operational environments (preferred)
  • Experience advising senior leadership on learning and talent-development strategy
  • Strong grounding in adult-learning theory and application
  • Bachelor’s degree required; Master’s in Education, Organizational Development, HR, or related field preferred

Expertise across multiple domains, including:

  • leadership and supervisor development
  • instructional design and curriculum development
  • workforce development and readiness programs
  • learning measurement and program evaluation
  • change enablement through learning

Preferred certifications:

  • ATD CPLP / CPTD
  • Coaching certification (ICF or comparable)
  • Prosci or equivalent change-management certification (preferred, not required)
