The purpose of this position is to manage the day-to-day activities of the City’s Information Technology Department by delivering quality services in the areas of technology administration, systems support, hardware and software maintenance, user support, training, network operations, purchasing, telecommunications, Internet/intranet, and budget maintenance. Other duties include preparing and presenting budget estimates and work plans; ; providing supervision and guidance to the IT department; delivering project management assistance to other departments; managing multiple contracts with vendors and software providers and providing support to users at all levels.

  • Oversees the services and activities of the department by planning, directing, coordinating, and reviewing the work plan for the division; consulting with City departments and divisions to coordinate system activities and to identify needs while managing major projects including software or hardware improvements;
  • Manages budgetary expenditures and controls departmental budget expenditures, including broad oversight of the Electronic Equipment Replacement Fund, and the purchase, configuration, and installation of new and replacement equipment and software;
  • Assists the IT Director in operational and strategic planning, including fostering innovation and planning projects.
  • Provides input for the IT director on creating and maintaining Information Technology related policies and procedures; monitors for compliance via methodology approved by City policy while maintaining the highest standards of ethics and integrity; monitors and maintains a comprehensive disaster recovery plan.
  • Oversee the design, implementation, management, maintenance and security of the City’s telephone system
  • Oversees endpoint / end-user support for all City departments
  • Performs other assigned duties.
  • Bachelor’s Degree in Information Technology or related field;
  • Five (5) years of related work experience in information technology including supervisory experience;
  • Must pass full Texas DPS criminal background check per FBI CJIS requirements;
  • Or equivalent training, education, and/or experience
  • Knowledge of public sector/municipal government organization, operations, policies, and procedures.
  • Knowledge of some of the following: Cisco network hardware, Dell PowerEdge servers and Dell OptiPlex personal computers, Latitude portables and Precision workstations; Wireless wide-area network (WWAN) technology; Apple iPad tablets, iPhones and other cell phones; Microsoft Windows; Windows Server Apple iOS; Cisco IOS and various third-party applications used departmentally and City-wide;
  • Knowledge of M365, Teams and Sharepoint
  • Experience with Voice Over IP Telecommunications
  • Excellent verbal and written communication skills; must be able to maintain positive working relationship with City management, departments and personnel, and outside agencies and vendors.
  • Ability to read, analyze and interpret complex materials, budgets and related documents;
  • Ability to establish and maintain working relationships with City administration, other employees, and the general public.
