Principal Human Resources Consultant

(State and Local Government / Public Sector Experience Preferred, Not Required)

Role Type: W-2 Contract Employee (contingent upon contract award)

Anticipated Start: April 2026

Duration: On-call / task-order–based engagement (multi-year engagement potential)

Compensation Range: $120–$155 per hour (W-2), commensurate with experience

Role Overview

We are seeking a Principal Human Resources Consultant to serve as the strategic and technical lead for a large public-sector human capital modernization initiative.

This role will lead the design and implementation of enterprise-level HR strategy and architecture, including modernization of HR policies, processes, systems, organizational structure, and workforce programs for a complex operational organization with a diverse, 24/7 workforce.

The Principal Consultant will partner with executive leadership to build scalable, compliant, and high-performance HR infrastructure that supports organizational goals and future workforce needs.

Key Responsibilities

  • Lead development of overall HR strategy, operating model, and functional architecture
  • Assess current HR programs, policies, and systems to identify strengths, risks, and improvement opportunities
  • Develop roadmap for HR modernization across people, process, technology, and governance
  • Design and update HR policies, procedures, and standard operating practices
  • Lead organizational design, role architecture, and workforce planning initiatives
  • Provide executive-level consultation on compliance, employee relations, and HR risk mitigation
  • Align classification/compensation, recruitment, performance management, and learning systems to strategy
  • Partner with change management resources to guide major organizational transitions
  • Support “train-the-trainer” and knowledge-transfer plans to sustain HR programs
  • Present findings and recommendations to senior leadership and governing bodies

Guide development of:

  • Competency and role frameworks
  • Performance management models
  • Talent development and leadership pipeline strategies
  • Workforce analytics and reporting approaches

Qualifications

  • 12+ years of progressive Human Resources leadership or consulting experience
  • Demonstrated experience designing HR strategy and HR operating models
  • Proven leadership of large-scale HR transformation or modernization initiatives
  • Strong knowledge of federal and state employment regulations
  • Experience in state or local government, transportation, utilities, healthcare, or other complex operational environments (preferred)
  • Experience advising executive leadership and/or governing boards
  • Exceptional facilitation, communication, and presentation skills

Expertise in multiple HR domains, including:

  • Organizational design

  • Change management

  • Workforce/talent planning

  • Policy development and compliance

  • Compensation/classification alignment at a strategic level

  • Bachelor’s degree required; Master’s in HR, Organizational Development, Business, or Public Administration preferred

Preferred certifications:

SHRM-SCP or SPHR

  • Prosci or equivalent change management certification
